TALIBON, BOHOL — The ASPIRE Project team conducted a series of project presentations and island visits from January 6 to 8, 2026, in the island barangays of Nocnocan, Guindacpan, and Calituban in Talibon, Bohol. These barangays are classified as geographically isolated and disadvantaged areas (GIDAs), where access to reliable and sustainable electricity remains a key development challenge.
The activities were led by the Project Management Team headed by Project Manager Engr. Jerrey David Aguilar, in collaboration with STEP Up Consulting Inc. The STEP Up team was represented by Jean Celeste “Hedz” Paredes, Managing Consultant, and Mary Therese “Tet” Pepito, Data Validation Expert.

The visit marked the initial phase of preparations for a comprehensive feasibility study on the installation of renewable energy microgrid systems in the three island barangays. To be conducted in partnership with STEP Up Consulting Services, the feasibility study will serve as a critical foundation for long-term energy planning, guiding system design and informing future investment and implementation decisions.
During the visit, the team was warmly received by officials of the Local Government Unit of Talibon, including Municipal Administrator Manuelito A. Carosus, Executive Assistant Vergel Zarel “Jet” Boyles, and Municipal Planning and Development Coordinator Engr. Gerry Araneta, reflecting the municipality’s strong support for the initiative.

As part of stakeholder engagement efforts, BANGON, STEP Up Consulting, and the ASPIRE Project were formally introduced during a session of the Sangguniang Bayan, presided over by Hon. Dave E. Evangelista, Municipal Vice-Mayor. In addition, special general assemblies were held in each of the three island barangays to orient residents on the project objectives, scope, and the activities involved in the forthcoming feasibility study.
Local leaders and residents expressed strong support for the project, assuring their full cooperation and active participation throughout the study. The results of the feasibility study are expected to determine the suitability of renewable energy microgrid systems and ensure that proposed solutions are responsive to the actual electricity needs of the island communities.

The ASPIRE Project underscores a shared commitment to advancing renewable energy, promoting a just and inclusive energy transition, and ensuring that no community is left behind. With the continued support of the Local Government of Talibon and the active partnership of the island barangays, the initiative brings the municipality a step closer to a more sustainable, resilient, and empowered energy future for its island communities.
