A ceremonial signing of the Memorandum of Agreement (MOA) for the Energy Baseline Study under the ASPIRE Project was held on January 20, 2026, at the Ceremonial Hall of the Provincial Capitol Building. The event marked a significant milestone in the Province of Bohol’s efforts to advance sustainable, inclusive, and data-driven energy planning.
The MOA formalizes the collaboration among key institutions committed to strengthening evidence-based decision-making in the energy sector. Central to this partnership is the conduct of the Energy Baseline Study, which aims to produce a comprehensive assessment of Bohol’s current energy landscape.

The study will evaluate the status of energy supply, demand, access, reliability, and sources across the province. It will also map existing and potential renewable energy resources and infrastructure, identify relevant stakeholders, policies, regulatory frameworks, and institutional arrangements, and analyze the socio-economic and environmental considerations critical to achieving a just energy transition. The findings and strategic recommendations from the study will serve as an essential input to the formulation of the Bohol Renewable Energy Development Plan (BREDP).
The partnership brings together the expertise of Bohol Island State University (BISU), which will undertake the necessary field and desk-based activities, including site assessments, data collection, and data analysis essential to the conduct of the Energy Baseline Study, and PROCESS-Bohol (Participatory, Research, Organization of Communities and Education towards Struggle for Self-Reliance Bohol), which will manage and execute research activities focused on assessing the province’s energy situation.
The MOA signing was attended and witnessed by key representatives from partner institutions and stakeholders, including Dr. Samuel J. Gulayan, Campus Director of BISU; Dr. Ivy Corazon A. Mangaya-ay, Vice President for Research, Innovation, and Extension; Engr. Dave J. Pojadas, DENG, REE, Dean of the College of Engineering, Architecture and Industrial Design; Francis Bernard I. The Energy Baseline Study is a crucial step toward ensuring that future energy planning and investments in Bohol are grounded in reliable data and inclusive analysis. By establishing a clear and comprehensive understanding of the province’s current energy conditions, the study will support informed policymaking, guide strategic investments, and contribute to the development of a cleaner, more sustainable, and socially just energy future.
