Tagbilaran City, Bohol – September 11–12, 2025

A two-day Multi-Stakeholder Workshop on the Development of an Assessment Framework for Renewable Energy (RE) Investment was held at the Kew Hotel, Tagbilaran City, convening key partners and stakeholders to chart Bohol’s path toward sustainable energy development.

The event was organized by the Provincial Government of Bohol (PGBh) through the Bohol Provincial Environment Management Office (BPEMO), in partnership with the Bohol Integrated Development Foundation, Inc. (BIDEF)—a member of the Bohol Association of Non-Government Organizations, Inc. (BANGON)—under the Advancing Sustainable Provincial Investments for Renewable Energy (ASPIRE) Project.

In his welcome message, Mr. Francis Bernard I. Batoy, BANGON President and BIDEF Executive Director, underscored the importance of collaboration in advancing renewable energy initiatives across the province. A message from Governor Erico Aristotle “Aris” Aumentado, delivered by BPEMO Head Ms. Jovencia B. Ganub, affirmed the provincial government’s strong commitment to expanding renewable energy opportunities for every Boholano—ensuring secure, reliable, and sustainable power for all.

The workshop opened with a context-setting presentation by Engr. Jayson Siez of BPEMO, followed by an ASPIRE Project Overview presented by Engr. Jerrey David Aguilar, ASPIRE Project Manager. Engr. Algerico Siga, Core Plant Manager of BOHECO I, shared the cooperative’s energy profile and future development directions, while Ms. Lou Arciega of the Department of Energy (DOE) Central Visayas provided insights on the national landscape of renewable energy development.

Facilitated by Ms. Catherine Vidar, the sessions engaged participants in interactive activities such as stakeholder mapping, envisioning successful RE projects for Bohol, setting assessment criteria and weights, and conducting a mock project evaluation. Results were presented and refined in plenary, ensuring diverse perspectives were captured and integrated into the framework.

The workshop gathered representatives from Municipal LGUs with RE initiatives, Distribution Utilities, Youth Groups, the Academe, Civil Society Organizations, BANGON members, and various Provincial Government Offices. Their collective insights will serve as the foundation for developing transparent and sustainability-focused standards for evaluating renewable energy investments in the province.

Concluding the event, organizers emphasized that the workshop marks a crucial step toward ensuring that future renewable energy projects in Bohol are guided by fairness, inclusivity, and sustainability. With strong collaboration among government, private sector, and civil society partners, Bohol is moving closer to its vision of becoming a model province for clean, reliable, and inclusive energy development.
