A multi-sectoral delegation from Bohol, led by BANGON, Inc. in partnership with the Soil and Water Conservation Foundation, Inc., the Provincial Government, Bohol Island State University, and local Electric Cooperatives, conducted a learning visit to Ilocos Norte from March 18–21, 2026. The initiative aimed to strengthen participants’ understanding of renewable energy (RE) systems, governance approaches, and investment strategies to help guide Bohol’s energy transition.

A highlight of the visit was the delegation’s engagement with Ilocos Norte leadership, including Governor Cecilia Araneta Marcos, who underscored the province’s strong commitment to renewable energy development. She emphasized key initiatives such as solar rooftop programs, partnerships with distribution utilities, and a development vision anchored on sustainability, food security, and inclusive economic growth. Supporting discussions with provincial officials further provided insights into strategic planning, investment facilitation, and the policy environment that has enabled Ilocos Norte to emerge as a leading RE hub.

One of the delegation’s key takeaways was the province’s enabling policy framework. Streamlined processes such as green-lane mechanisms for investors, a competitive Investment Code, and a strong Corporate Social Responsibility (CSR) ordinance have helped attract major renewable energy investments while ensuring that host communities benefit through livelihood programs, scholarships, and local development initiatives.

The visit also highlighted the critical role of research and academic institutions in advancing renewable energy. At Mariano Marcos State University (MMSU), the delegation visited the National Bioenergy Research and Innovation Center (NBERIC), where experts showcased innovative work on bioenergy, including nipa-based bioethanol. The discussions emphasized the importance of developing local technical expertise, strengthening research capabilities, and building a skilled workforce to support the growing renewable energy sector.

On the industry side, site visits to major facilities—including Nuevo Solar Energy Corp. and ACEN wind farms—provided valuable, on-the-ground exposure to renewable energy operations. Participants gained insights into system performance, operational efficiency, and the use of advanced technologies, as well as the importance of environmental compliance, biodiversity conservation, and community engagement in ensuring sustainable energy development.

Across all engagements, a common theme emerged: the importance of strong collaboration. Ilocos Norte’s success is driven by effective partnerships among local government units, national agencies, private sector investors, academic institutions, and communities. This whole-of-society approach ensures that renewable energy initiatives are not only technically viable but also socially inclusive and environmentally responsible.

For Bohol, the learning visit offered both inspiration and practical direction. Key lessons include the need to strengthen local policy frameworks, streamline investment processes, invest in research and workforce development, and ensure meaningful community participation. As the delegation returns home, these insights provide a solid foundation for advancing a sustainable, inclusive, and resilient renewable energy future for the province.
